The True Inequality in front Taxation
Statistics recently published by the Ministry of Finance show that the agricultural profits tax generated 43.5 million francs in 1924, while other taxes generated much larger sums, namely: Undeveloped property, 196.5 million francs; developed property, 369.5 million francs; wages and salaries, 244.5 million francs; non-commercial professions, 78 million francs; commercial and industrial profits, 1,600 million francs. These few elements are sufficient to demonstrate the disproportion that exists between the costs borne by agricultural activity and those imposed on the labor of urban populations, as well as commercial and industrial activity.
However, in the new tax provisions pending before Parliament, this disproportion remains intact, since all tax rates are increased by the same proportion. Even better, while developed property will be affected by a land value revision, undeveloped property will not be affected in any way. However, the land value revision will affect not only owners but also tenants through repercussions. The rate of the manual or intellectual worker in the cities will be increased to 10%, while the rural worker will escape taxation not only because of the conditions of his remuneration, but also because the increase in the basic tax allowance provided for him is the same as for the employee in the Seine department! So, once again, it is the inhabitants of the cities, and especially of Paris, who will have to bear the tax increases intended to redress the state's financial situation.
