THE GENERAL TRAFFIC ORDINANCE IN PARIS
(Continued from our article on the first page) We will simply note the chapters:
Title One.- General traffic rules, handling of animals and vehicles, driving of cars, minimum age, obedience to orders, starting, driving on the right, speed, slowdown signal, walking pace, crossing or overtaking, turn signal, turns, junctions and crossings of roads, priority of way, funeral processions, troop detachments, groups of schoolchildren, freedom of movement of certain vehicles, movement on tram lines, movement on special tracks, sidewalks and service roads, paved or asphalt crossings, divided lanes, movement in squares and intersections with a central structure, movement of cars in one direction only on certain lanes, stopping, parking of vehicles, prohibited parking spots, parking in the direction of traffic, central and parallel parking, parking in Narrow lanes, parking in multiple lanes, parking at bus and tram stops, special crossing points on roadways, alternating pedestrian and car traffic, and free passage of vehicles. Title II. Police and safety regulations applicable to all locomotion equipment, construction, ground pressure, tires, gauge, accessories, loading, brakes, plates, lighting, signals, convoys, washing, suspensions, doors. Title III. Draught animals, reinforcements and relays, harnessing, driving, towing. Title IV. Mechanically powered vehicles, tires, engine and steering components, noise, fumes, oils, speed, trailers, road trains. Title V. Transport and delivery of goods, struts, two-wheeled vehicles, loading and unloading, miscellaneous objects; bulky, unsanitary, malodorous, etc. Title VI. Provisions applicable to all public vehicles other than trams: buses, taxis, etc. Title VII. Handcarts and strollers. Title VIII. Provisions applicable to bicycles, lighting, license plates, impoundment, use of sidewalks, prohibited roadways, races, and disabled vehicles. Title IX. - Animals and livestock. Title X. Special traffic and parking regulations: Bridges, movable bridges, civil engineering structures, and public roads prohibited to heavy vehicles, bridges on Île Saint-Denis, stations, cemeteries, rules governing passage at certain points, such as Les Halles, the Carrousel, etc. Lanes prohibited to certain vehicles, one-way streets. Title XI. Provisions applicable to trams.
Title XII. This title sets the deadlines for implementation. One year for speed indicators, recorders, and speed limiters. Also, one year for "the brake or braking device with rapid operation, placed within reach of the driver, and of sufficient power to bring the vehicle to a stop in a very short time. Finally, June 1, 1926, for the dimensions and type of wheel tires, the gauge of vehicles, the projection of axle spindles, hubs or braking components, as already stated in the Highway Code.
This presentation can only give an idea of the importance of Mr. Morain's Ordinance. Those interested should refer to it. Mr. Morain, starting from the law of December 14, 1789 (!), sought to revise and implement all the laws that had succeeded each other in Paris over the past 136 years.
It cannot be said that this was attractive... But it must be stated emphatically that it was useful, even indispensable.
