Article 22 of the new draft stipulates that cars must not exceed the speed of 15 kilometers per hour, in Marseille. Not 11, nor 13 or 18, but 15! That is the height of ridiculousness! That means that the rickety milkman's buggy, whose horse can trot at 20 an hour, but which needs, at that speed, twenty meters to stop, with its screw brake, and if the horse wants to, will have the right to go faster than the powerful car with instantaneous brakes on all four wheels which allows it to stop on the spot. Well, that, gentlemen of the town hall, You will never obtain it! No more than your tardigrade predecessors obtained it, Never will the ten thousand Marseille motorists and all the foreigners passing through agree to drive at 15 km/h, despite your six hundred agents, armed with watches and whistles, and hidden behind trees. Never will you be obeyed on this point, you hear! Never! In France, we like common sense, and our law allows the courts to judge according to common sense, despite idiotic texts. The judges will think, like the motorists, that your decree is inapplicable. And this decree will become ridiculous, like any inapplicable law! And those who have signed it too!
