Rennes claims to charge 2 francs in parking fees per car

Rennes claims to charge 2 francs in parking fees per car and does not even guarantee its security!
Will this scandal end?

The A.C. de l'Ouest has sent us the text of a decree that has just been issued by the Mayor of Rennes. We reproduce it below:

Article 1. - It is prohibited to leave any vehicle parked unnecessarily on the streets and squares of the city of Rennes.

Art. 2. Parking permits may, however, be issued, in accordance with the conditions set out in Articles 3 and 4 below, at the locations designated below (the list of locations follows).

Art. 3. On each of these spaces, parking permits for any vehicle, from whatever country it comes from and of whatever nature it may be (horse-drawn carriages, carts, automobiles and taxis, buses, coaches, cyclecars, sidecars, etc.) with the exception, however, of vehicles that would be considered bulky due to their dimensions, their shapes or the nature and method of their loading, will be issued against payment, for the occupation of a single space, of a fee of two francs per vehicle and per day. Any day started will be due in full.
If a vehicle, after having occupied one of the above spaces, were to park on the same day on or several other spaces, it would owe the fee of two francs as many times as it would have occupied different spaces.

Art. 4. For a flat-rate subscription of 150 fr. per year and per car, a vehicle may park, without paying the daily fee of two francs, in any of the locations designated above.

Art. 5. The city's liability may not, under any circumstances, be incurred, as to the care and surveillance of vehicles which will remain constantly at the risk of their owners.

Thus, Mr. Mayor of Rennes claims:

1° To prohibit parking outside of locations chosen by him;
2° To charge 2 francs per parking in each different location;
3° Or to create an exorbitant annual subscription:
4° Finally, in exchange for your 2 francs, not even to ensure the care of your vehicle by an agent, which would be easy since these are locations imposed by this original mayor himself.

We like to think that our good friends from Le Mans will not allow such a scandal to continue, which will certainly immediately drive away from "inhospitable Rennes" all the tourists who might have intended to stop there.
