In China, Marshal Touan-Tsi-Jouei proclaimed himself head of the executive branch.

AFTER THE CHINESE REVOLUTION MARSHAL TOUAN-TSI-JOUEI
has proclaimed himself head of the executive power

As we announced yesterday, Marshal Touan-Tsi-Jouei has proclaimed himself head of the executive power.
He is one of the most prominent figures in Chinese politics. For some time now, it has been expected that he would succeed Tsa-Koun as President of the Republic. Although he is still only provisional head of the executive power, his imminent appointment is hardly in doubt.

A graduate of the Peiyang military school, lieutenant of Yuan-Chi-Kai, he reorganized the northern armies and was one of the principal military leaders who signed the memorandum to the throne demanding the abdication of the emperor. In the first republican cabinet, the Tang-Chao-Yi cabinet, he was Minister of War. He was again in 1914. Promoted to Marshal in 1915. In May 1916, he was appointed Prime Minister and resigned in May 1917, two months after China declared war on Germany. He resumed these functions the same year, after the attempted restoration of the monarchy, and resigned them in 1918.

Since 1920, when he was defeated defending Peking against Tsao-oun and Ou-Pei-Fou, he kept away from political life. He returned to Peking with former members of the pro-Japanese Anfou Club of which he was president, without it being possible to say that he personally had the same tendencies.

Finally, let us recall that Marshal Touan-Tsi-Jouei was the main architect of China's coming to the side of the allies during the war of 1914.

The intentions of the new president

In a telegram addressed to the Chinese legations abroad, Marshal Touan-Tsi-Jouei said in particular:
In agreement with Marshal Tsang-Tso-Ling and General Fen-Yu-Siang, in agreement with Doctor Sun-Yat-Sen and General Tcheng-Tchionh-Ming, we propose to establish a reorganization plan whose first point will be the suppression of the Tou-Kuing (military governors), the reduction of troops and the complete disarmament of the dismissed soldiers. From the financial point of view, the clearing of internal and external debts. In our relations with foreign powers, scrupulous respect for previous regular treaties.

Tsang-Tso-Ling has, in fact, arrived in Peking.
A cabinet has been formed

A decree appoints the cabinet, with Touan-Tsi-Jouei as prime minister and interim head of state.
The characteristic feature of the constitution of this cabinet is that it includes many partisans of Touan-Tsi-Jouei and none of Feng Yuh Siang.
