MR. MISSOFFE PROPOSES THE INSTITUTION OF A FOREIGNERS' CODE
Mr. Michel Missoffe, deputy for the Seine, has just submitted to the Chamber a motion for a resolution with the aim of bringing together under the name of the foreigners' code all the texts regulating the entry, stay and establishment of foreigners in France. Mr. Missoffe advocates a central register to identify and track all foreigners, a clarification of the texts targeting foreign workers and a taxation of foreigners. At a time, he says, when in disproportionately inflated budgets taxes all take on more or less the character of a distribution tax, the French taxpayer clearly wants the foreigner established in the country to contribute to his expenses. The need to create a genuine tax system for foreigners is becoming more pressing at a time when it is noted, in the Seine department, that out of 30,569 sons of foreigners registered for the class of 1923, only 534, or less than 2%, have opted for French nationality and done their military service. The texts relating to the financial status of foreigners in France would quite naturally form Part III of the proposed code. Article 44 of the Finance Act of 22 March 1924 is a happy start, but it is not by fragmentary measures inspired by passing concerns of simple current events that a question as complex as the status of foreigners should be resolved. It is by studied and coherent texts, in harmony with the age-old traditions of hospitality of our country, with foreign legislation and with the intangible rights of labour and public order.
