Russia Will Not Attend Opium Conference
Geneva, November 4 (from our special correspondent). The International Opium Conference today heard a report from the Japanese representative, Mr. Kaku, on the use of opium for smoking, recommending the abolition of licences for smokers and the organization of propaganda against the use of narcotics. Russia has, as is well known, been invited to the second Opium Conference. Mr. Chicherin has just sent to the Secretariat a report stating that the Soviet Republic has adopted a series of measures to combat the spread of narcotics. Mr. Chicherin notes that the work of the preparatory committee has only served to bring out more clearly the impossibility of an agreement between the powers. The memorandum of the Soviet Government concludes by stating that the aim of the great countries is not to combat the use of narcotics, but to satisfy their commercial interests and to make profits. This is why Russia will not participate in the second conference.
