The Morgan Loan to France

WASHINGTON. November 4. In connection with the Morgan loan to France, it is declared at the White House that the President and the Government will continue to look favorably upon loans made to Europe with a view to helping it improve its monetary conditions and restore its economic situation, while they would disapprove of loans made for military purposes.
The instructions given to Mr. Logan, the United States representative at the International Conference of Financiers, are aimed at protecting American interests, either by the reimbursement of the costs of the army of occupation, on account of reparations, or by the payment by Germany of the damages caused to Americans, loss of life and property
