OU PEI FOU HAS SUFFERED A SERIOUS DEFEAT

PEKIN, October 30. Ou Pei Fou's forces (about 100,000 men) have been cut off by Tchang Tso Lin between Tien-Tsin and Chang-Hai-Kouan. Part of the troops are in a very bad position and appear to be surrounded. Demoralization is taking hold of his army.
