CIVIL WAR IS AT SHANGHAI'S GATES
TWO PROVINCIAL GOVERNORS DISPUTE OVER THE CITY

The powers will hold the Chinese government responsible for the losses suffered.

French nationals in Shanghai are extremely worried about the turn taken by the conflict between the military governors of the provinces of Che-Kiang and Kiang-Sou, who both claim authority over the Chinese city and the great international port.

General Wu Pei Fu, who is defending Shanghai, has assembled some thirty thousand men. He is preparing to march against General Lu, who commands roughly equal forces, massed about forty kilometers from the city.

Both adversaries are trying to recruit English and American airmen. Their armies are abundantly provided with machine guns and field artillery. It is feared that military operations will extend to the suburbs of Shanghai, if the military government of Che-Kiang does not resign itself to abandoning its claims on the city.

This eventuality is unfortunately unlikely, the two army commanders present having, in their proclamations, affirmed their unwavering will to fight to the end.

The powers that have interests in Shanghai are watching very closely a situation that is becoming more critical by the hour. English, Japanese and American warships are moored in the harbor, ready to intervene.

The ministers of France, England, the United States and Japan in Peking have informed the Minister of Foreign Affairs that their respective governments will hold the Chinese Republic responsible for the losses suffered by their nationals in the event of hostilities taking place near Shanghai. The Chinese government is forcing the conflict between the governors of Che-Kiang and Kiang-Scu to be resolved peacefully.

Telegrams from Washington yesterday announced a cabinet meeting to study the troubled situation in China in its various aspects and the possible measures to be taken to protect American interests.

The Troubles in Canton

LONDON, August 30. A telegram from Hong Kong to the evening papers says that fighting has broken out in Canton between Sun-Yat-Sen's troops and the volunteers. Sun-Yat-Sen's troops have threatened to bombard the city.
