Germany

The Reichstag would be dissolved on Thursday Yesterday, after the Reichstag session, the Chancellor spoke with the leaders of the four government parties. According to an unofficial communiqué, the Cabinet and the government parties were unanimous in thinking that the Reichstag should be dissolved during this week itself, and that there was reason to consider, for the elections, the earliest possible date. possible, However, it must be taken into account that the preparation of elections in occupied territories will require a fairly long time...
The rumor was circulating yesterday in parliamentary circles that the Reichstag would be dissolved next Thursday, and that the elections would be fixed for May 2nd.

The Munich Trial:
Statement of General von Lossow. The Munich court yesterday heard the testimony of General von Lossow. Order measures had been reinforced.

The defense begins by opposing the appearance as witnesses of MM. von Kahr, von Lossow and Seisser, too closely involved in the affair. Coldly, the Attorney General responds that the public prosecutor has no reason to change its tactics.

General von Lossow, in civilian clothes, is introduced. He is carrying a voluminous manuscript, which he wants to read. But the president points out that the witnesses do not have the right to read their statements.

The general says that in 1923 his friends in North Germany spoke to him about the creation of a nationalist directory, from which they expected the salvation of Germany.

For its formation, he said, we did not want to call for a coup d'état, but to apply article 48 of the Constitution of the Empire. I negotiated about this with a large number of people, many of whom were dominated by the appetite for power. They took hold of our program and forged the slogan: “Let's march on Berlin!” » This was childish, and denoted a complete lack of responsibility.

The general speaks of the conflict between Bavaria and the Empire:
I received from Berlin, he said, the order to use force against Commissioner von Kahr; This is all that Berlin has been able to imagine to resolve the conflict. At the end of passive resistance in the Ruhr, Hitler came to me. At that moment he was already no longer the disinterested man he initially wanted to pass himself off as. He saw himself as the German Gambetta, while his adherents saw in him a sort of new Messiah.

He wanted to establish a Hitler-Ludendorff dictatorship in Munich, and submit the rest of Germany to it. He told me that I was a dead man, and that the only way out of the impasse I found myself in was to join him.

Von Lossow recounts several visits that Ludendorff made to him, during which he informed the former quartermaster general of his dictatorial plan. Ludendorff advocated the solution indicated by Hitler; von Lossow, on the contrary, considered Hitler a dangerous and incapable individual, and advised Ludendorff to refrain from direct political activity.

Von Lossow recounts the evening of November 8 and the incidents at the Bürgerbrau. He declares that the responsibility for the bloodshed lies with those who rebelled against the State. and not to those who shot.

Hitler exclaims:
Mr. von Lossow's statements are all lies.

The defense states that it will refrain from asking questions of Mr. von Lossow until the main witness, Mr. von Kabr, has testified.
Von Kahr is heard this morning.

Belgium

The new Theunis cabinet. Our Brussels correspondent announced yesterday, in the Last Hour, the constitution of the third Theunis Cabinet and communicated to us the list of holders of the different portfolios. We will have noticed that four ministers, MM, Jaspar, Franck, Berryer and Moyerson, are leaving and are replaced by MM. Hymans, Carton, Poullet and Tschoffen.

Mr. Paul Hymans, we remember, was already Minister of Foreign Affairs in the Delacroix Cabinet, represented Belgium at Versailles and represented it on the Council of the League of Nations when the ministerial crisis broke out.
Mr. Carton, who becomes minister of the colonies, is senator from Tournai.
Mr. Poullet, the new Minister of the Interior, was, for many years, Minister of Railways, then Minister of Sciences and Arts, and, finally, President of the Chamber. He is one of the most important personalities prominent figures of the Flemish right.
Mr. Tschoffen, Minister of Industry and Labor, is one of the leaders of the Liège Catholic party. He was a deputy for Liége for a long time and resigned last year following a disagreement between him and his constituents on the question of the University of Ghent.

Mr. Theunis went to the Brussels Palace yesterday evening and submitted to the king the list of new ministers, which appears today in the Moniteur.

The first Council of Ministers will be held in the afternoon at the Ministry of Finance. It is believed that the Chambers will be convened for next Tuesday.

Death of Mr. Mechelynck
Mr. Albert Mechelynck, vice-president of the House of Representatives, died last night in Ghent, his hometown, which he represented in Parliament. Mr. Mechelynck specialized in financial issues and, last month, wrote the report on the Franco-Belgian trade treaty.

Holy See

A denial
Certain newspapers having affirmed that the Holy See would have judged the collective letter of the French episcopate and the pastoral letter of Cardinal Mercier contrary to its own attitude and would have disapproved them, Vatican circles declare this assertion absolutely unfounded.

The Holy See and the Soviets
We telegraph from Rome to the Havas agency: At the Vatican, the news that the Holy See is on the verge of recognizing the Soviet government is declared unfounded. It is added that the Holy See had the necessary contacts with Moscow to ensure the functioning of its relief works and to protect Russian Catholics as much as possible, but that there was never any question of recognizing the Soviet government. We know well that this would be far from being insensitive to recognition on the part of the Holy See, but we point out that this fact is very different from that which was asserted, namely that the Vatican is on the verge of recognize it.

Mgr Pizzardo's trip to Munich: Concerning Mgr Pizzardo's trip to Munich, the Vatican is assured that the substitute for the Secretariat of State has no other mission than that of ensuring in the best conditions the distribution papal aid to needy German populations.

Spain

Events in Morocco: According to information from Madrid, a new fight took place near Tizzi-Azza. The Spanish troops pushed back the Riffains, who lost 300 men. Spanish losses were 12 killed and 80 wounded.

The Directory is said to have received information from a Moroccan source according to which the Riffains have recently received a considerable quantity of modern weapons and ammunition which were shipped to Malaga on the instructions given by a large foreign house.
The decline of the peseta: A note announces that the Directory considers the depreciation of the national currency incomprehensible and that it is prepared to act with energy and to demand the strict execution of the measures of the recent ordinance concerning forward purchases of currencies and transfers abroad.
The Directory urges all citizens to preferably purchase national articles, thus acting as true patriots, instead of purchasing, out of pure fantasy in most cases, foreign articles, even when they are of inferior quality.

Romania

Relations with Hungary: The commissions for the settlement of disputes between Romania and Hungary continue their work. The legal committee managed to agree on the extradition agreement, civil procedure, property tax and judicial documents.

On the question of administrative archives, the Little Entente will take steps in Budapest to obtain the ratification of the Rome convention on free access. in the Hungarian archives.
In the financial commission, the Romanian government proposes that part of the restitutions be paid in agricultural and industrial machinery and that the rest be paid in gold.

Greece

The new cabinet The Republican leader, Mr. Papanastasiou, who agreed to form the Cabinet, will present today the list of his collaborators. Mr Roussos is believed to be part of the new Cabinet. It is announced that Mr. Cafandaris intends to found a new party of “progressive liberals”.
The Radio-Central agency correspondent provides the following details regarding the political situation:
Mr Papanastasiou wishes to obtain from Parliament, through a vote in which the majority and the republican group whose leader is Mr Roussos would participate, that it immediately decide on the form of the regime. He has
to achieve victory. Under these conditions, the chances
the provisional regent will soon have to give way to an elected President of the Republic. All the military are more determined than ever to establish the Republic without delay, even if a dictatorship is necessary.

Mr. Papanastasiou intends to constitute his Cabinet exclusively from members of his Republican Party and Mr. Roussos' middle group. The supporters of MM. Venizelos and Cafandaris, that is to say the conservative-liberals, will not participate in the government. The current Republican program is consistent with former Republican desires; it includes a project to strengthen the army and the fleet.

A donation from Mrs. Venizelos We said that Mr. and Mrs. Venizelos embarked yesterday from Athens, bound for France.

Before her departure, Ms. Venizelos paid 100,000 drachmas to the Y. M. C. A., and 1,900,000 drachmas for the establishment of schools among the refugees who are around Athens

The government's intention would be to maintain operation, and to put repairs to the line out to tender. The government has provisionally authorized, for a period of one month, the reopening of the French and Italian schools in Karagatch (a suburb of Adrianople), pending further decisions. French schools in Smyrna are still closed.

Egypt

Reshuffle of the ministry: It is assured that Zagloul pasha entrusted the minister of finance with the interior portfolio. Zagloul Pasha's state of health does not allow him to jointly lead the interior and the presidency of the Council.

The dispute between Mr. Carter and the Egyptian authorities: The request of Mr. Howard Carter, who wished to be appointed receiver of the tomb of Tut-ankh-Amon, was examined by the mixed court, but no decision has yet been made taken on this subject. A representative for Lady Carnarvon said she supported Mr Howard Carter's request.

United States,

The oil affair: Mr. Denby, Secretary of the Navy, left office yesterday. His successor has not yet been appointed; it would be, it is said, either the deputy Th. Burton, or the senator Pointdexter.
However, there is also talk of Mr. Roosevelt as having to replace him, at least temporarily; we know that Mr. Roosevelt is Mr. Denby's chief of staff:

An American credit to France (?): At the J.-P. Morgan bank, they refuse to confirm or deny the information received from London and according to which this institute is at the head of an American union which would have a credit of $50 million for three months at 6%. in government

Mexico

Puerto Mexico occupied by federal troops: The War Department announces that a column of federal troops, under the command of General Juan Domingo, has occupied Puerto Mexico without resistance. The rebels withdraw and divide into two camps.

Siam

Franco-Siamese negotiations: It is announced that the French Minister for Siam, Mr. Pila, has just left Bangkok to go to Hue, where he will meet, on March 22, with the Governor General of Indo-China, Mr. Martial Merlin.

The governor and the minister must confer on the subject of means of making relations between Indo-China and Siam more active. Negotiations will undoubtedly be initiated subsequently between France and Siam.

China

A threat from the Soviets. The Reuters agency is being contacted from Riga: The Russian representative in Beijing sent a categorical note to China declaring that, for everything concerning the Chinese sector in the East and which formerly belonged to Russia, she could not act without contacting the representative of Russia in Peking and that under no circumstances could she act independently of this representative without entailing the most serious consequences.
The newspaper Isvestia writes, for its part, that Russia intends to no longer be considered a negligible quantity in the Far East.
