MEASURES TAKEN IN THE PALATINATE

The special committee of the interallied high commission confers with local authorities.
COBLENCE, February 16. The special committee of the high commission, after hearing the mayors of large cities and various local personalities, contacted the president of the Kreistag, who, after deliberation of the Kreisausschutz, permanent body of the elected general council, will be responsible for maintaining the order, the reorganization of public services and to ensure the prohibition of reprisals on either side.
The special committee also contacted Mr. Bley, from the autonomous government, who operates in certain circles and who is willing to lend his assistance to the special committee to resolve the situation along the lines of the aforementioned solution.

A dispatch dated from Berlin gives information which is completely inaccurate. According to this dispatch, commitments were made regarding the reinstatement of expelled civil servants. No commitment of this nature, either general or individual, has been made.
It is also incorrect that no talks have taken place or are in progress between the high commission or the committee and the Bavarian officials who have settled in Heidelberg, where they are trying to carry out action in the Palatinate contrary to the ordinances of the high commission and the Rhineland arrangement.

Mgr Testa was not the victim of any aggression

COBLENCE, February 16. Mgr Testa, apostolic delegate, denies in the most formal manner, in a letter addressed to Mr. Tirard, the news published by certain newspapers according to which he was molested in Speyer. Mgr Testa adds that he received, on the contrary, an excellent welcome in this city, both from the French authorities and the local population.
Italian newspapers had reproduced the story sent to the Daily News by its special correspondent in Speyer of an attack by separatists against Mgr Testa.
