Yesterday was decisive. To all the parliamentarians, senators or deputies whom he had consulted, the President of the Republic declared: In fact, Mr. Millerand has increased his efforts with a view to forming a cabinet in line with the new majority and, having been unable to succeed, he called for a call yesterday evening. Mr. François-Marsal, Minister of Finance in the Poincaré cabinet, senator from Cantal and member of the Republican Union of the Senate, and offered him the mission of forming the new ministry. The President of the Republic indicated to the Cantal senator that he would ask him to read a message to the Chambers to explain to the senators and deputies the situation created by the exclusion pronounced against him by the cartel of the left, message the terms of which will be decided by mutual agreement between the Head of State and the future head of government. Mr. François-Marsal accepted the mission offered to him, assured that he was to find the necessary assistance with a view to the formation of a cabinet. Mr. François-Marsal will begin his efforts today, which he intends to complete quickly. The decrees appointing the new ministers would appear in the Official Journal on Tuesday morning. In the afternoon, Mr. François-Marsal, in the Chamber and the Minister of Justice in the Senate, would read the presidential message, an explanatory message and not a resignation message, and the ministerial declaration. It is obvious that if the François-Marsal ministry were overthrown by the Chamber, the President of the Republic would send his letter of resignation according to custom to the presidents of the Chambers who would read it at the start of the session which would follow that of Tuesday. Which amounts to saying that if the Marsal cabinet is put in the minority on the day of its presentation before the Chambers, the two Assemblies will be convened in the National Assembly within three days after the resignation of the Head of State. The new President of the Republic would be elected next Friday or Saturday. |
