TOWARDS THE IMPLEMENTATION OF THE DAWES PLAN

A Decisive Phase in the Reparations Question

Berlin, June 21. - La Zeit, a populist organ, publishes a commentary evidently inspired by official circles on the Herriot-Mac Donald interview and the questions relating to it, in particular the implementation of the experts' report. The newspaper envisages the following procedure:

Germany would order the implementation of the legislative measures incumbent upon it within a specified period, about fifteen days after the examination of the draft laws by the Reparations Commission, then France would in turn take within a period of the same duration all the necessary measures to re-establish the financial and economic sovereignty of the Reich, as well as the unity of the transport services. At that time the report would be considered as having been put into force. We are now entering the decisive phase of the whole question.

The German ambassador in Paris is expected in Berlin these days to present his report. The US Ambassador to Berlin will leave Berlin on Sunday to go to Washington; it can be assumed that his trip is also related to the experts' report.

In the meantime, the preparatory work continues to advance; the examination in second reading of the draft concerning the issue of industrial bonds presents more difficulties but it is hoped to be completed by June 30.

As for the reply to the Allies on military control, no decision has yet been taken. The Reich Cabinet will meet on Monday to establish its point of view.
