THE GERMAN-RUSSIAN INCIDENT The Soviets demand complete satisfaction M. Rykof, President of the Council of People's Commissars of the Republic of Soviets, declared that the situation created by the aggression of the Berlin police had determined the government to call Messrs Krestinski and Stomoniakof to Moscow to examine the question. As long as complete satisfaction has not been received, and as long as guarantees excluding the possibility of a repetition of similar events have not been given, normal trade between the Union of Soviet Republics and Germany will remain practically impossible. For his part, M. Krassine said that the near future will show that Berlin was wrong to interpret the patience of the Soviets as a sign of weakness. The Government of the Union of Soviet Republics will not allow anyone to violate its legitimate rights. Every blow received will be doubled.
