THE RUSSIAN THREAT ON THE ROMANIAN-POLAND BORDERS LONDON, May 31. Several telegrams received from Warsaw and Bucharest indicate that the Romanian and Polish authorities are increasingly concerned about the gatherings of Soviet troops on the banks of the Dniester. One of the telegrams states that a possible defense treaty between Romania, Poland and Turkey provides that the first two countries will have to put up one million soldiers and Turkey 350,000 men in the event that one of the three nations is attacked. This telegram adds that Romania, if attacked, will be able to count on the help of Great Britain to safeguard its dominant positions on the lower Danube. He even suggests that the British government supplied Romania with war material and that the British fleet made demonstrations on the Black Sea. Because of the weekend, Whitehall is deserted and it has been impossible to obtain any clarification regarding the last paragraph of this dispatch which was given on the front page of the Star under the title: "Clouds of war in Europe." » The Japanese-American conflict WASHINGTON, May 31.
